Follow-up Comment #1:

Elves are not a nation in 2.2.3. I think you have overwrote the installation
of 2.2.3 with a version 2.0 (probably warclient).

You can configure with --prefix and --datadir to explicit the installation
directory of Freeciv.

Details:

I was loading civ 2 ruleset in a local game and a very very weird message was
showed, sectionfile /usr/local/share/freeciv/civ2/nations.ruleset doesn't
contain a 'nation_elves.legend' entry. and after that a popup request asking
me to report this.
