Details:
Under republic governement, seems that one unit has a free happiness upkeep.
It may be caused by the following effect
[effect_republic]
name = "Make_Content_Mil"
value = 1
reqs =
{ "type", "name", "range"
"Gov", "Republic", "Player"
}
but no indication of this effect is present in help text, so it may confuse
players
