Follow-up Comment #1, bug #22556 (project freeciv):

See also bug #22567 - this is not only true against barbarians but any player.
AI simply doesn't build defenders.

Details:

It has been reported on the forum that the AI looses too easily against
barbarian players, and I can confirm this myself. Observing the 10 most
long-running games currently running on Freeciv-web, almost all of them have
barbarians dominating the map and they have aliminated most of the other
AI's.
