Follow-up Comment #2:

I still haven't found out what causes this fog

In case of gtk2-client: it seems gtk handles that for based on insensitivity
of the widgets (one cannot adjust workers)

In case of gtk3-client: attached patch implements the visual cue that city is
under governor control.

Follow-up Comment #1, bug #22834 (project freeciv):

bug #20509 discusses this unnecessary fog. I always have to disable the
governor only to check what they are doing, and I still haven't found out what
causes this fog, maybe it's the amplio(2) tx.fog tile.

Summary: City map not greyed out when governor enabled
 Project: Freeciv
Submitted by: jtn

Category: client-gtk-3.0
Severity: 3 - Normal
Priority: 5 - Normal

 Open/Closed: Open
 Release: S2_4 r26792

Operating System: GNU/Linux

Details:

In the Gtk2 client, when the city governor is in control, the city map view
has a translucent overlay to indicate why it's not sensitive.

In the Gtk3 client, there's no such indication (at least for me, with amplio2
and trident tilesets).
