AIUNIT_ATTACK goto_tile == NULL sounds a lot like recent (HEAD commit in
S2_5 aidata.c, in fact) bug #23107.
...at least it added the now failing assert.

Loading savegame and hitting Turn Done doesn't show the issue.
Examining the savegame, there are plenty of AI Diplomats and Spies, with and
without goto_tile (go=TRUE/FALSE). No clue which of them might have been on
attack missions, don't think

I have aplyied this patch to the server. At least, we the assert happens the
server will not crash.
I suppose that it's not reproducible because that states of the AI are not
saved.
