cazfi says on IRC "Hmm.. is it really possible to build freeciv without iconv?
[...] Confirmed that lack of iconv is an hard error configure time."

Hence, not announcing this in release notes. I assume iconv was
sort-of-half-available in the original situation, or something.

Details:

Building with gcc or clang and -fsanitize=address makes ./configure doesn't
find working iconv.
Then compilation fails.
