Follow-up Comment #2, patch #1719 (project freeciv): FYI, while I was managing nations I had the practice to let one ruler title stand for one government only across all nations. I thought it made sense from a game-play perspective: i.e. "Prime Minister" always means "Democracy", as opposed to "
