After applying this patch rerunning autogen.sh is required. If patch passes
final tests, I'll commit it shortly.

Details:

About every package that uses autoconf, generates and uses configure header
named config.h. There's risk that header from wrong package gets #included,
especially when package depends on the other one and is correctly including
some other headers from source tree of the other project.
We may soon have situation where other projects use freeciv headers; separate
ai module projects.

Attached patch renames freeciv config.h as fc_config.h to make sure other
projects don't accidentally include freeciv config.h when they should include
their own, nor does freeciv include config.h of some other project.
