Details:

Now that rulesets can have complex rules for how many turns of city disorder
lead to national revolution, it would seem useful to warn of impending
revolution in the per-city disorder message.

"CIVIL DISORDER CONTINUES in Melbourne. Unrest threatens to spread beyond the
city."
