Attached patch moves the unit and special3 (fortress
foreground) layers under the fog layer, the restrictions
being that the unit layer has to be before special3,
special3 before fog, and city2 after fog.

Attached patch pops-down (i.e. hides) the property editor
when the client receives notification from the server that
edit mode is no longer in effect.

As far as I can tell this is fixed now. If you can still
get wrong behaviour, detail the exact operations you used
to reproduce it, re-open the ticket, and I'll try to fix it.

In current SVN trunk, it is impossible to build a trierme with gen 3.
The production alternative never becomes available. This isn't a
