Follow-up Comment #2, bug #18182 (project freeciv): That's an idea. For a Tswana nation you could use the flag of the Bophuthatswana Bantustan, while Sotho could have that of the QwaQwa Bantustan. Conveniently enough, there are already PD images available from the usual source. :)
