This is an example of the problem... in that game, there are only 3 diplomats
next to Novi Sad city, to the south on serbian territory... I've seen 10
diplomats or spies next to enemy or peaceful cities on other games...

Ubuntu package works fine whereas a local build doesn't. This
puzzles me.
I checked the Ubuntu package, and it has patch that setenv()'s
GDK_NATIVE_WINDOWS, i.e., it uses workaround mentioned in original submission

What you'll forgetting here is that until patch #2715 comment #39, I was
working with r20326 the whole time.
Still, there doesn't seem there were many networking related changes in the
period.
