[Freeciv-Dev] 2.3.2: early warning

Just so people know (particularly on -i18n which has been very quiet recently), we're thinking of pushing out a 2.3.2 bugfix release within the next few weeks. There have been a number of string changes since 2.3.1. I can't promise strings are frozen for 2.3.2 yet, but I don't know of any outstand
