I suggest to delay this patch until some tileset includes the
related gfx.
Amplio2/Cimpletoon are supposed to include Maglev already -- bug #20031.
However, it turns out to be broken -- bug #22371. Easily fixed.

I believe somehow the game when saved neglected to set the got_first_city=
with no value under the [player0] group. I set this and the server can now
load the file fine. But all the data for the original layout was lost. See
new attachment.
