See #39611. The path issue should be resolved now once the changes get applied. And yes, ggz.modules should only be changed in the postinst and prerm scripts (or hooks). Use --enable-noregistry=/usr/share/ggz/modules/freeciv (for example) to let it install the *.dsc file there. Then run ggz-config on that file on postinst and prerm.
