I'd like to propose a change the turkish rulseset file and this time send the file as attachment... ;-) The number of 'cities' in turk.ruleset is too low (compare german ruleset: ~120 cities). I changed it according tr.wikipedia.org to reflect the 81 provinces of Turkey, sorted by first capital, then big cities.
