If we get the question a lot, we should make the default *ON*. Those users

Speaking as a player I disagree. Removing the sliders was a step
forward and we shouldn't change the default back just because players
 aren't used to it.

Another confused user: http://forum.freeciv.org/viewtopic.php?t=4332

It seems to be especially hard to figure out for users with only one
mouse button (*hrm* MacBook *cough*) since it then involves a modifyer
key.

Agreed. While we're on this topic - another few things that ought to
have different defaults:

 - GTK fullscreen: OFF (to make PR#12119 less aggrevating)
 - Server setting 'aitoggle' OFF (workaround for PR#22082)

And the default theme has them barely visible gray on light gray. Not easy
 on the eyes.

Usability issue. Deserves a separate ticket.

It seems to be off here, I always have to click the green plus for
fullscreen. You don't?

Sure.

They are off by default in 2.1 but can be turned on by enabling:
GameLocal OptionsInterfaceShow Map Scrollbars

We get this question a lot so I suggest making a FAQ entry for it.
