My client installer's filename is *Freeciv-2.1.3-win32-gtk2-setup.exe* (and
I mention this because I don't find a "client type" in "Help > About"). I
unzipped it with 7-Zip from *freeciv-2.1.3.tar* from *freeciv-2.1.3.tar.bz2*.
I'm using Windows XP SP2. Freeciv generally runs fine so I don't suspect a
corruption of my files.

I wanted to know which of my citizen governors had become unable to meet
their requirements so I could assign new requirements to them. The other
similar options ("Max science," "Very happy," etc.) work fine, but "Select >
Citizen Governor > none" (at the bottom of the Cities report) gave an error
that mentioned enabling JIT for debugging and had the options Abort, Retry,
and Ignore. I selected Ignore and Windows killed it for not responding.

By the way, I selected Ignore because this actually worked for me once when
I got the same error after clicking the Messages window while Freeciv was
running slowly.

Thanks!
Chris
