Follow-up Comment #6:

The new patches should prevent the AI crash.  The code was assuming there was
borders in any case in many places.  I hope I removed all of them.

Here is an example savegame (builtcity)
The city (Toronto) was built beside a destroyed city. You can see that the
square adjacent with the road (where a city was before) is counted as
occupied.
