Follow-up Comment #1, bug #15339 (project freeciv):

If a big border change happened, you could still be left with a unit stuck on
single tile of your own border (exclave) entirely enclosed by the other
nation's territory.

Another option is that military units be moved when peaceful borders grow.
(Would this use movement points?)

Or, they could have until the end of the turn to move out, being disbanded
unless they didn't. (Moving out may not be possible, of course, due to
insufficient MP or ZoC, so this option could be frustrating.)

(See bug #15557 for another situation where your units can end up illegally
inside peaceful borders.)

Details:

There are a few problems with the new border code:

 * the ownership of a tile where a unit (military, owned by me) resides may
be changed from Unclaimed Territory to an opponent
 * if you are at peace with the other player you have a military unit in his
territory which you usually couldn't have
 * if the enemy border grows by multiple tiles in one turn, the unit may even
be trapped inside his territory.

IMO a tile that is occupied by a military unit should not be allowed to
change ownership to an opponent.  One exception eventually for civil war
where a nation splits.


I can provide a savegame if neccessary.
