Um, looks sensible and works for me.

Presumably a similar patch could be made for the win32 client if were still
maintaining that. The other clients (SDL and xaw) don't do nation groups.

Details:

The list of 'All' nations in the nation selection dialog is getting awfully
long and intimidating with the 200 odd default nations we have now.

I suggest we put the 'All' tab at the bottom of the list, leaving 'Ancient'
at the top and selected by default when the dialog is opened.
