Follow-up Comment #1, bug #15904 (project freeciv):

I know this bug very well, and it's quite related with the one I raised at
bug #14473. There are lot of others strange issues in the end-of-turn stuff.
The results of unit and city updates are related with the results of the
previously handled ones.

Details:

When I purchased a building, I didn't expect it to be applied until the next
turn, but after starting a revolution, I noticed that the building had been
added, and it allows me to purchase more units as normal. It is not major,
but it is something that can be exploited for an advantage in the game.
