Update of bug #16761 (project freeciv):

  Status: In Progress => Ready For Test 
 Summary: fix handling of bool settings => Miscellaneous
cleanup in settings

Follow-up Comment #4:

* Boolean values are named "disabled" (DISABLED) and "enabled" (ENABLED).
* Boolean settings help texts changes when referring to 0 and 1.
* Removed the team checks for phase mode as it was very weak and not matching
the current behaviour of the team handling.
* Some notes for translators.
