This is controlled by allowtake. Type /help allowtake. Probably, you want
to set /set allowtake

He can do the same in the waiting room... for example i have being for hours
to play then he comes take my nation and kick me out, so i can't play :(

He cannot take your nation if H1h1 is set, can't displace connections.
