Details:

Noticed when tried to load all default nations to ruleset where is no
government type "Monarchy": palatinate.ruleset lists "Monarchy" as
init_government. Grepping proves that all the other rulesets have "Despotism"
as init_government, except that there is no capital letter in genoese.ruleset.
