It's a system-wide tweakable option, which has been hidden away in newer versions of GNOME http://askubuntu.com/questions/5241/ubuntu-editable-menu-accelerators-on-a-per-app-basis-where-is-this-option. Follow-up Comment #3, bug #17873 (project freeciv): Still doesn't work for me. What version/distribution of Linux are you using? Could it be some sort of new Gtk feature?
