Follow-up Comment #1, bug #18407 (project freeciv):

bug-2.3-RC1.tar contains two files:
* experimental-game.ruleset
* turn-change.sav.gz

experimental-game.ruleset differs from the shipped
data/experimental/game.ruleset as follows:

Details:

After pressing Turn Done button, the server takes about 2 minutes to change
turn. There's is only one player in map. Linux top command show freeciv-server
using 100% of CPU while changing turn.
Ruleset file modified included.
