Follow-up Comment #23:

The problem is about synchronization. When the menu are setup, they must be
really created, but the loop in real_set_client_page() cannot grant the menus
will be really created before real_menus_init() will be called.

Attached patch make sure to wait for pending gtk events before initializing
the menus.

GTK+ version 2.20.1

It looks like screenshot file #14774 expect i have trident noniso. Poking
around in Editor w/o changes reinstalls the menue. Just refreshing player
attributes was not sufficient.

Also constantly reproducing with former revisions 26245-26260.

I can _not_ reproduce with revisons from 26261 and above.

Follow-up Comment #15, bug #18764 (project freeciv):

I believe ever since I achieve Democracy and attempted to change to that
government, I have been stuck in Anarchy. The game is kind enough to post that
I should pick a government in the messages, but when I go to the government
menu, there are none to choose from. The only option there is to start a
revolution. I tried to do that again a while back to see if it would trigger
something to reset, but that failed. 

For now, I'm a ruler with no government, and I don't know what to do about it.
 So I guess I'll just add to the bug in typical me too fashion.  

Hope we have a fix coming for this.

Excerpt from the bug report:

I'm not sure how many turns it's been, but I believe ever since I achieve
Democracy and attempted to change to that government, I have been stuck in
Anarchy. The game is kind enough to post that I should pick a government in
the messages, but when I go to the government menu, there are none to choose
from. The only option there is to start a revolution. I tried to do that again
a while back to see if it would trigger something to reset, but that failed.


The server environment is a vanilla OpenVZ Debian 7.1 without custom
libraries.
Freeciv-server is based upon the stable release 2.4.0.
Compile flags: -march=i686 -O3
GCC version: 4.7.2

Perhaps worth to mention, the game ruleset is a custom Civ2Civ3, available
here http://greatturn.org/rulesets/?a=summaryp=GT05.

I cannot publish the savefile until GT05 is over.

I was able to clear the bug by entering the editing mode, property editor, and
refreshing the player properties. Don't know why it worked, but upon exiting
the edit mode all governments were available for switching.

Spotted in passing: this bail-out check in real_menus_update() looks wrong to
me:

I'd have thought it should be ||, not . Any other opinions?
This came in in patch #1348 (between 2.2 and 2.3).
However, changing this doesn't make the problem go away.

Okay, this is weird.
I've been festooning the code with debugging, and the attached debugging
patch to S2_3 r20596 -- which I don't think should make any difference to
behaviour -- reliably makes the bug go away for me. (This is a cut-down
version of some debug which printed actions groups and actions -- it doesn't
do anything useful in its current form.)
Valgrind doesn't find any uninitialised memory access or the like.
Any ideas?

sure if that could be significant. I suspect not, as the issue is it not
returning any objects at all...

Not sure the version dependence is real -- the forum users report it with
2.3.1 whereas my clean build of 2.3.1 didn't show it, but my git checkout of
nearly-2.3.1 (S2_3 r20596) does show it.

Anyway. What I know so far from instrumenting it with debug:
* in client/gui-gtk-2.0/menu.c:real_menus_init(), where the list of
governments is supposed to be added to the submenu, it's not happening because
find_action_menu(playing_group, MENU_GOVERNMENT) returns NULL
* in find_action_menu(), the call to gtk_action_get_proxies() seems to be
returning an empty list
* given these symptoms one might expect the base menu to be a bit buggered
too (it's updated near here), and indeed it is (see screenshot)

I don't yet understand enough about GTK UiManagers and Actions and proxies to
guess what's going wrong here, though. Suggestions appreciated.

I ran into the same problem:
Just after Writing became available and research continued with Literacy
on my way to The Republic, suddenly the revolution menu is truncated and
does not inlude any entries at all.
When you start a revolution you are being asked to choose the government -
but there is nothing in the menu.

I am using the gtk client 2.3.0 with server 2.3.0 (both packaged with Debian
wheezy). 

I tried my save files with the SDL client. No problem here, I can choose the
government.

After I researched The Republic I edited the save file and changed
target_government_name form Anarchy to Republic - and not only will it
become a Republic next turn, but it also displays the full menu again.

Let me know if you need a save file or a screen shot.

Can't hurt... although I see I tried to reproduce it from the previous
savegame attached here and failed. I haven't yet seen a screenshot.

A similar issue was mentioned on the forum

here was also in that thread); when I replied there I'd completely forgotten
about this report from October.

I haven't looked into your clue about editing the save file yet.

Details:

If Communism is available and after that Astronomie becomes available the
Revolution Menu has no Government to switch to.

When one has does revolution anyway, the game asks you to switch to a new
government after the anarchy is over, but there still is no government
available. 

Attached my saved game just before Astonomy becomes available.
Governments still are there. After the next turn they are gone.
