Details:

You can't get at the online help in the Gtk client (at least) until you're
actually connected to a running game (local or remote).

I've thought for a while that this is not ideal. In particular, the
"Connecting" help item doesn't seem much use if it's not available before
you've successfully connected. (Its content could also do with sprucing up,
but I haven't been motivated to do anything about it due to this issue.)

There's even a convenient empty space in the initial game screen for a "help"
button.

Making this possible is going to require some work (or at least checking) to
make sure the help system behaves sensibly in the complete absence of a
ruleset, and that it's regenerated correctly at the point a ruleset is
loaded.
(It would also be nice if the ruleset help were available in the pregame
screen -- but I haven't checked yet if the relevant stuff has gone across the
network at this point.)

(I've no imminent plans to work on this, just wanted to get the idea out
there.)
