Follow-up Comment #1, bug #20905 (project freeciv): In client/mapview_common.c: refresh_unit_mapcanvas() a unit with F_CITIES set adds to the TILE_UPDATE_CITYMAP queue while other units only add to the TILE_UPDATE_UNIT queue. I believe this is so that the city outlines can be drawn correctly.
