Details:

Greatest problem AI currently faces playing alien ruleset is that it does not
build Basic Infrastructure -buildings, resulting its bases to stay on size 2.

I'm trying to adjust Size_Adj -effect value evaluation in a way that would fix
this without breaking AI playing classic rulesets.
