Follow-up Comment #1, bug #21428 (project freeciv):

Well, I ended making just temporary fix of adding dummy (never occur in game)
extras to my ruleset (as the save in question is a scenario file I've been
working on, simply leaving it behind isn't an option). Instead of rushing
partial solution for just this one case, I've started designing "Ruleset
object deprecation" -feature, maybe making its debut in 3.0.

Details:

Now that number of specials is no longer hardcoded, I wanted to drop some
extras that have been purely space-holders in one of my rulesets. Problem is
that then I cannot load old savegame any more.

We should handle this situation more gracefully (just ignoring the extras in
the savegame that are not present in ruleset?)
