Well I think it shouldn't be possible. The behavior has changed.
I use it in the way, that I select some or all cities and append a building
which I think all these cities should have. When I see then that a worklist
wasn't started I know that this city can do something other.
There is no selection like, show me all cities size 3 or bigger which miss a
temple (... or a harbour).
Also, the notification "(worklist)" after the item being built, should be
changed to "(2 items on worklist)" maybe.
In the case above, the 2 identical entries are possible subsequently, if
nothing else is on the worklist.
