It seems that there was an attempt to adjust "Cancel Pact" / "Declare WAR"
-button when it was not created at all.

Details:

** Description **
A crash occurs when clicking in the nation/player dialogue (F3) on a nation
with a embassy status "Contact". This crash affects SDL only and not GTK-2
(2.5.5). No crash occurs when player has embassy status "No Contact". 

** Reproducing **
Attached savegame can demonstrates it. When loaded go into the
nations(/player) report (with F3-Key) and click on Austrian nation as shown in
attached jpg file.

** My Installation **
Used installation files: Freeciv-2.5.5-win32-sdl-setup.exe and
Freeciv-2.5.5-win32-gtk2-setup.exe . Runing on Win XP SP3 in Oracle VirtualBox
5.0.10.
