Follow-up Comment #2:

Attached patch adds "CanFortify" flag for "Small Land" unit class. It also
adds "Cant_Fortify" unit type flag to "Explorer" so its behavior does not
change. Diplomats and Spies have zero defense value, so their ability to
fortify does not affect their combat behavior (multiplying zero still results
in zero)

Details:

I can't fortify defensive diplomat to a city. That's bad as sentry has
side-effects which I don't want.

This was with civ2civ3 ruleset.
