Follow-up Comment #2, patch #2204 (project freeciv):

So... this is a functional change to the AI, isn't it? There were previously
lots of places that called ai_calc_data() to work out expenses, and thus
missed out on unit gold upkeep with gold_upkeep_style>1.

Should this change thus be considered for backporting to S2_3?

(Led here by patch #2863, which I think finishes the job started by bug #16677
and continued here.)
