Details:
This patch removes init_government-field from default nations, and instead
sets ruleset-wide compatibility.default_government for all rulesets. This
makes it possible to include individual nations to ruleset that doesn't have
government type named Despotism.
Also attached script that I used - this is actually more important part, as
static patch is probably outdated by the time of commit - script must be run
instead of applying the patch when committing.
