Details:

This function has become an alias over time, and was intentionally named
awkwardly to prevent reuse.  Removing it and placing the relevant logic inline
does not affect program flow, and ensures that it will not be used in the
future in preference to is_ocean_near_tile (which appears to no longer exist
anyway).
