Details:
When considering how valuable a building is take action targeting a city into
account. Since all current action enabler controlled are negative for the
target city their utility is given as negative utility.
The negative utility value of being a potential victim of Incite City is taken
from the No_Incite effect. The negative utility of being a potential victim of
the other actions are set to be low but with enough granularity to separate
establishing an embassy from poisoning the city.
