Details:

In line with the logic behind patch #3960, even non-UMT_LAND units are
protected by city walls, and so should get the bonus (not just UMT_LAND
defenders that happen to also be bad city defenders).  This is more important
when considering the effects of bug #21022 on MOVE_TYPE: rulesets with
cantilevered bridges or undersea tunnels penalised units capable of using
these structures when considering their value for defense.
