Details:

The implementation of patch #1341 failed to include any helptext adjustments,
so users had little information on the relationship between different
improvements.

The attached patch provides some guidance on this.  Note that the obsolescence
vector helptext is still limited to processing VUT_ADVANCE and
VUT_IMPROVEMENT: should these sorts of limitations be documented for ruleset
authors somewhere?
