Looks like /etc/rc.d/init.d/httpd consider all running *httpd as it's
processes.

However, several stuffs are still working.
You may reach them by hack with your /etc/hosts:
# echo 207.158.49.132 bugs.freeciv.org /etc/hosts
# echo 207.158.49.132 rt.freeciv.org /etc/hosts
