I've found a cure for this:
- start free civ
- load the savegame
- put the game in windowed-mode (NOT maximized)
- select REPORTS/NATIONS
(-> the window resizes itself, exeeding the 1024x768 of the screen ->
another bug)
- maximize the WInd

the same is true for fullscreen.
the problem does appear at resolution 1024x768, but not at 1200x1024
and in windowed mode, the window resizes to 1200x1024 when showing a report
wich is really annoying, because thus I have no way of playing
