Because, ISO 639-1 (alpha-2 code) has designated BR for the language Breton. ISO 639-2 (alpha-3 code) does not have a language using PTB as a designation. However, ISO 639-1 does not have any languages using BX or BZ. So, PTB seems like a reasonable choice. Interestingly, this table does not list Breton or BR for a language code.
