Why the more recent version has a lower version number?

What are the differences?

There is also patch ROM-DOS Sockets patch from August 25, 2008, what
does it do?

'cause it is not the same client. SSH2DOS supports SSHv2, while SSHDOS supports 
SSHv1.

Because SSH*2*DOS is the successor to SSHDOS.

version *1.5* and includes SSH, SCP and Telnet clients. SSH*2*DOS
supports protocol version *2.0* and includes SSH, SCP, *SFTP* and Telnet
clients.
