For anyone wanting to control speed/power usage under DOS on an Intel CPU, I have created a small utility to query/set the relevant MSRs. I have only tested it on a PentiumM, where the voltage translates as 0.700+vv*.016 but it should work on Core CPUs although the voltage formula is different. Beware it is possible to make your system unstable if you set values out of spec.
