Well, actually until some years ago, the reference compiler used to be
BorlandC, but the spec was changed in favour of OWC/C++ (
https://sourceforge.net/apps/mediawiki/freedos/index.php?title=FreeDOS_Spec
).
There's actually a good practical reason behind it, which is that OWC
is under active development, whereas BorlandC is not.

That does not mean that every FreeDOS tool can currently be compiled
with OWC, but at least FreeDOS kernel does.

That's because GCC's crap at code generation. Sad but true. But I do
wonder if it's possible to build ReactOS with OpenWatcom, available for
free.

Did you mean MSVC?  I don't trust Microsoft and if the GCC folks don't
feel like producing a Windows compatible compiler there must be a
reason.  I haven't used mingw enough to know what the problems are.
In the dos world there is DJGPP.
