You mean you somehow run DOS inside Linux and then try to format an USB stick? Then I would recommend to use a Linux tool like mkdosfs... Please let me know which DOS kernel you use - you can use VER or VER /r to see the DOS kernel version. If you do indeed run DOS inside Linux, please do also tell which software you use for that - for example QEmu, Dosemu, Bochs, Dosbox, Wine...? Current version is 0.91v, so it would be good if the page where you downloaded it could update it. It is also possible that you tried to format to FAT32 under a DOS kernel without FAT32 support...
