What do you mean by "isn't appearing"? You type FreeIPA server FQDN and
you are
not redirected to the Web UI URL? The URL should be as following:

https://fqdn.of.your.ipa.server/ipa/ui/

Or does it mean you are redirected, but receive a blank page instead?

The link is not required anymore. Just write the username and password 
into the fields on the form and hit 'enter' key.


Btw, if you don't specify password, it will try negotiate method.

What is the FreeIPA version?

Have you upgraded? If so, try to empty cache and hard reload the page.

Screenshot may help us to determine what's the problem.
