I was trying to do it on the same instance. I think I figured it out. PWM uses port 8080 by default, but FreeIPA has an interface to the CA server on the same port. Changed PWM to a different port and it works. Did you try installing PWM on a separate instance, or are you trying to install it on the FreeIPA server? You may need to do it on FreeIPA replica without a CA then or isolate these somehow (containers?)
